Apparently, even though you run the .exe to play the game, the .exe IS NOT the game. The game is actually run off of a file called "cnc3game.dat", which is, by default, run in power saver mode. To fix this, you have to go to the graphics properties app (The one with the ATI card settings) and MAXIMIZE PERFORMANCE while plugged in.
