I'm sure you unlock it by doing missions, (sometimes after missions there is a message to tell you there is a new actor for director mode) You have to finish the mission meltdown. I think. After that you can activate director mode from the interaction menu. Try the interaction menu now only if you want as I didn't try the director mode before
